[syslog-ng] AIX startup

Net-SNMP has critical process monitoring and might have a mechanism to
auto-correct a non-sufficient "syslog-ng" process count.
Right now we just having it blast a SNMP trap to our NOC.
I don't think I've ever heard of an syslog daemon running inside of any
daemontools setup, though.
