[syslog-ng] file permissions

Glenn,

	I set some of my logs to 644 by doing this in syslog-ng.conf:
-cut-
destination local1 { file("/var/log/local1.log" perm(0644)); };
-cut-

  I also have newsyslog keep the same permissions.
