[syslog-ng]New syslog-ng.conf file

I had added a bit more to my every growing syslog-ng.conf file.  I have
re-added all the text on filtering.  While it may not be the best text 
in the world, I have attempted to document how to properly use
filtering.
Perhaps some of this can end up in the user documentation to help
everyone else.
