[syslog-ng]New SPEC/CONF files

[Blaise St-Laurent]

My  patch was for RedHat Linux 8.0. There shouldn't be too big a difference,
but it's always nice to have Mandrake specific RPMS as well (there are
different packaging standards for the two of them)
