[syslog-ng]New SPEC/CONF files

Nah, my DSL has been flaky for the last week.  My new T1 is getting
installed tomorrow so after I convert to my new addresses everything 
should run fine again.  Sorry for the problems.

it must have been a problem at my side (my international connection) it
works flawlessly now. thanks.
