[syslog-ng]patch for systems without res_init

I've updated from 1.5.13 to 1.5.21 on Solaris8, and
just applied the patch.  But new syslog-ng on our
central syslog server is dead soon after running,
while non-central syslog servers continue to run.
I've got the core, but not investigated yet.  I'll
do it tomorrow, hopefully.
