[syslog-ng] syslog-ng 1.2.3 & syslog-ng 1.3.6

Hi,

I've released syslog-ng 1.2.3 and syslog-ng 1.3.6 fixing two small bugs.

1) If a SIGHUP signal was sent to syslog-ng while restart was in progress,
   syslog-ng terminated with a segmentation fault.
2) An assertion may have failed in some cases, where it shouldn't.
3) If poll() was interrupted, callouts were not called.

Oops, these were three bugs. You know there are three kind of people, one 
who can calculate, and one who can't. :)
