What the the key differences between 3.8 and 3.9 ? 

And which do people think is better ?

On the website also the latest documentation shows 3.8 but if you look hard enough you will find 3.9 documentation

openssl 1.1 is for Fedora rawhide and Debian Unstable (or what it is called), so 3.9.1 is fine there. But a number of problems fixed were also reported for released distributions, and updates with configuration changes are not allowed there.

Which is problematic in Linux distributions, where I have 3.8.1 (openSUSE, Fedora). There are tons of bugfixes, but while I can easily push 3.8.2 as an update, 3.9.1 is not an option as it also requires a config file modification.
