Have you tried setting the PKG_CONFIG_PATH envvar?
For example:
export PKG_CONFIG_PATH=/usr/local/lib/pkgconfig:/usr/local/opt/openssl/lib/pkgconfig

Great news, however when I tried to compile on my macpro with latest catalina beta, it stuck at openssl lib

configure: error: Cannot find OpenSSL libraries with version >= 0.9.8 it is a hard dependency from syslog-ng 3.7 onwards
