I have verified that 3.11.1-1 fails on ALL servers that we have.

The Only thing I could do to get it working was to force v3.10.1-1:
# apt-get install syslog-ng=3.10.1-1
The following NEW packages will be installed:

Seems I can't even remove it and install again.

I got this today on one of our Customer's systems, anyone else had this happen?
