I'm just wondering why we can't maintain this using pull requests on master?

I saw some evidence of discussion, but would be great to know the background.

Will the release tarballs contain the debian directory?

Debian directory is being moved from master to another branch named release. Thus, the source code is separated from the build. If someone wants to create a Debian package, he/she must checkout that branch first.
