Response to a) shows:
# ifconfig -a | grep 172
inet 172.16.100.202 netmask ffffff00 broadcast 172.16.100.255
all of which is correct.
Response to b) is nothing:
# netstat -an | grep 514
#
I've turned off regular syslog on this box..
