[syslog-ng] Make Error messages

Removed 1.9.8 and installed 1.9.9 and it went very smoothly.

Now, that's what I suspected. This is a problem. Try removing the file
or restore it from the tarball and recompile.

(please note that I've release 1.9.9 which should be better than 1.9.8
